It was reading 1/4 and when I filled up with another 25 litres its staying down at empty

check your ground and see if your sending wire and key switch wire are backwards...

touch the sender wire to ground at the tank!the gauge should peg at full!if it doesn't! touch the sender post on the gauge to ground post!the gauge should peg at full!if it doesn't and the =/- is correct you have a bad gauge!if is does go to full you either have a bad sender or connections at the sender!
