It has the carbs. I am not sure if the carb size was the same in 1998 for both the 60 and 70. It will have the fine spline crank for sure.

Most times they just put in smaller jets, use different reed stops and change the timing a few degrees.

No the above by houndog is wrong.
The oval port specs are nothing at all like the older brdgeports.
The reeds and stops are all the same for all 3 power options for the oval port.. Timing the same for all 3 models too.
Its just the size of the carbs that is the difference.
You will Not make it 70hp without bigger carbs. NO oval port 70hp ever was supposed to be fitted with the 1 inch venturi. ALL 70hp are supposed to have the big carbs.
Please do not confuse this engine with previous models. They are different .
The carbs for the oval port are the black plastic tops.

Any of the 1994 onward 70hp oval port engine bought from new found to have been fitted WRONGLY with the small carbs could have them replaced free of charge under warranty.
This mainly happened on a batch of 1998/9 year engines and 2001 engines.
This is why the myth of same carbs for 60hp & 70hp exists.

According to the parts book the first plastic top carbs appeared as late production carbs for the 60 and 70 hp. 1992 models. The early models had the old carbs. It both cases the difference in the carbs were the jets. 70 hp used 50D jets and 60 hp used 44D jets. We're 1992 motors oval port?

Oval port not made in 1992. They did not go into production untill late 93 for the 1994 season.
The pics of my carbs show 1995 60hp and late 1993 70hp carbs. Both black tops and very different at rear of carb for sizes and different venturi.

According to Boats.net parts listing the same 1992 block was used for the 70 hp in 1993 and 1994??

Since when did boats.net get things right ? They don't list the oval port being a 94 engine, and don't list sleeves at all.
