Apparently it's like a little mod vp capsule boat with a 650xs on it. The guy says he raced it but I've never seen anything like it before.

It is Rick Attard's 1997 EP boat.
There were 3 raced in EP.
one with a 52 cubic inch mercury
2 had 650XS motors.
Rick traded his spare 650XS for the boat.
Rick could never get the XS motor running right.

Mark Major tested one with a 52 Mercury and flipped it.

In 1996 they showed up with the boat at a CBF meeting. They wanted to run the boat in CBF races and they also wanted to have their own race in Quebec. The boat they had was powered with the 52 cubic Mercury. Mark Major was VP of racing and it was decided at the meeting that Mark would test the boat and see how good it was. Mark flipped the boat in testing and said in his view it was more dangerous to drive than fast. So it was allowed to run. For the first few races they ran 52 cubic Mercury on 2 different boats and were not very competitive. After Rick Attard stepped in with the 650XS trade, there were the 2 650XS boats at the Dunnville race. After it won then there was upset in the EP group about that boat and what changes in the rules had to be done in 1998 to slow it down.
Jim had destroyed his boat in 1996 so we were not racing. I told the EP racers that the Mod VP boat was not that fast, but rather they were slow compared to previous years EP's and no rule changes need be made.
There were several equipment changes that happened before the 1998 race season.
- the lighter Marty Brodeur Critchfields were running....Both Steve Wrong and Jim Whittington had them.
- the new 59 cubic inch Mercury was running...both Brian Sherriff and James Allen ran them
- the 70 Yamaha was running.
As a result the mod VP never finished any better than 4th in a heat in 1998.
Steve Wrong won the Nationals with a 49 OMC. THAT BOAT ENDED UP WITH JUNIOR.
The mod VP never raced after 1998.

I remember these and hearing about complaints that if they showed up they win, which must have been in Dunnville 1997 by the video

There was one of those racing around 2000 or 2001 in Sudbury I thought when I did my one and only FV race before getting out of it for a bunch of years. It didn't do well if I remember right.
