Those motor generally have a lot of fuel hanging around. You may still need the carbs cleaned but it's not uncommon for there to be fuel under the hood. How long did you squeeze the fuel bulb? They take a bit to fill those carbs...then a bit more. Hold the choke button with the throttle open (about half)...crank until it fires. They LIKE fuel...lots and lots of fuel.

im pretty sure there is an extra jet in the carb to let extra fuel flow right thru the motor into the lake  jk

on a little bit more serious note. if the motor has a air box remove it and then squeez the primer bulb. look down the carb throats with the throtle plates open. if you see fuel coming out the needle and seats are stuck open with dirt. or debris. remove carbs and clean as nec...

it will be a good idea to service the fuel system...

1. flush out fuel tank
2. replace or clean any fuel filters
3.service or rebuild fuel pump
4. sevice or rebuild carbs.

Can you get a photo of the wire that is hanging there? It could be nothing or it could be something. Make sure your fuel bulb is rock hard prior to starting to rule that out.
